Tula (Libra) is the 7th rashi of the Vedic zodiac, and its lord (swami) is Venus, called Shukra in Hindi.

Tula, the Scales, is the seventh sign of the Vedic zodiac, covering 180° to 210° of the sidereal wheel, exactly opposite Mesha.
